Full Execution. Collaborator acknowledges that this CRADA is not an offer to enter into a contract and cannot unilaterally be made binding. No contract exists until this CRADA is fully executed and signed by all parties, including Collaborator’s signatory, the Chief Counsel for NIST, NIST’s Operating Unit Director and the Director of NIST’s Technology Partnerships Office.
