To be eligible, agencies will ensure that all households meet the homelessness or at-risk of homelessness definition applicable to the component along with the minimum eligibility requirements to receive services. Agencies must assess and document that the household would become homeless (per the definition above) but for the ESG assistance. In other words, a household would require emergency shelter or would otherwise become literally homeless in the absence of ESG assistance.
