Experience managing the development of utility options studies for the acquisition of electricity and natural gas for large Federal wholesale and retail consumers using both commercial acquisition procedures and Federal Acquisition Regulations. • Experience managing the provision of comprehensive technical support for regulatory proceedings before State and Federal regulatory bodies and courts for large Federal wholesale and retail consumers with commercial and industrial class service. • Experience in the development of short term and long term energy price forecasts for large commercial, industrial and research and development (R&D) facilities with complex service requirements for use in projecting the cost impact of changes in the facility's mission and for determining the cost effectiveness of proposed energy conservation measures. • Experience assisting large commercial and industrial customers in rate cases and regulatory proceedings before state and Federal regulatory bodies. • Experience providing assistance to large commercial, industrial, and R&D facilities with extremely complex electrical service requirements in rate negotiations and settlement proceedings with investor owned, municipal and cooperative utilities and power marketing authorities such as: Bonneville Power Authority, Tennessee Valley Authority, Western Area Power Administration and New York Power Authority. • Familiarity with DOE facilities and related mission requirements.
