He also noted that since the independence of the country, substantial progress has been made with democratisation and the development of good-neighbourly relations and regional co-operation in south-eastern Europe. While macro-financial assistance will help the country with pursuing its stability-oriented budgetary and monetary policy, EIB lending is expected to help the country to develop more intensively its transport infrastructure. Though a variety of instruments the EU is therefore contributing to strengthening domestic and foreign direct investment, in particular from the EU, stimulate growth and reduce unemployment on former Yugoslav Republic of Macedonia. In July 1997, the Council decided to support the country’s comprehensive stabilisation and reform efforts through a macro-financial loan of ECU 40 million with a view to reinforcing its official reserves. A first instalment of ECU 25 million was made available in September 1997. This assistance is complementary to the important financial support provided by the IMF and the World Bank. The proposed guarantee for EIB loans should allow financing of projects contributing to the economic development of the former Yugoslav Republic of Macedonia and, in particular, those which present a common interest for the FYROM and the EU. Consistent with the conditions indicated in the annex to the Financial Protocol of the Co-operation Agreement, the envisaged Bank lending could be supported by an amount of up to ECU 20 million from the Community budget in the form of interest subsidies. In 1997, the Community has moreover allocated grant financial support to the FYROM under the regular annual PHARE envelope for an amount of ECU 25 million (including ECU 10 million for cross-border co-operation with Greece) as well as an additional amount of ECU 8 million. These grants will be essentially used for promoting SME development, public investment and education.
