Commander. If the grievance is not resolved in Step 1, the grievant may, within seven (7) calendar days following the Step 1 reply, refer the grievance to the appropriate Commander. If the Commander hears the grievance at Step 1, the grievance shall be referred to Step 3. The appropriate Commander shall have fourteen (14) calendar days in which to schedule a meeting, if he or she deems necessary, with the grievant and Lodge representative, if the grievant has requested Lodge representation.
