Area Description. Application Services Provides support for HHS IT applications through all phases of the software development lifecycle from requirements to ongoing maintenance. This includes creating and supporting in-house developed software solutions, as well as a large number of commercial off-the-shelf (COTS) solutions and other third party created software. IT Project Management Office Provides project management guidance and support, including process development, analysis, and training. IT Governance HHS IT’s governance model brings together representatives from central parts of the enterprise to review proposed IT solutions using the IT Governance Intake Process. The process ensures that program or division requests for IT services are clearly defined and that IT solutions are approved and prioritized by leadership. Intake requests and their agreed-upon IT solution, or Project Concept Document (PCD), are first reviewed and approved at the Sub-Portfolio level by the Management Committee and are then escalated to the Public Health Portfolio Executive Steering Committee (ESC). The Public Health ESC includes the DSHS Commissioner and the Deputy Executive Commissioner for IT/Chief Information Officer (CIO) and other members of executive management within these areas. The ESC review is intended to ensure that program and division decisions are aligned with and prioritized according to overall HHS strategy and goals. The Public Health Portfolio is one of six program-based portfolios within the HHS IT Governance model. In the Public Health Portfolio there are four Sub-Portfolios that encompass the divisions of DSHS, including: 1) Administration Sub-Portfolio (consists of Assistant Deputy Commissioner, Chief Financial Office, Program Operations and Center for External Relations), 2) Community Health Improvement (CHI) Sub-Portfolio, 3) Regional & Local Health Operations/Consumer Protection (RLHO/CP) Sub-Portfolio, and 4) the Laboratory and Infectious Disease Services (LIDS) Sub-Portfolio.
Area Description. The Harran is the biggest fertile plain of Southeastern Anatolia Project (GAP) which comprises 161000 ha irrigable land (Figure 1). The plain is under the semiarid climate regime and it is dominated by clay-textured soils. Irrigation started in the plain using water coming from Atatürk Dam since 1995. With irrigation, there is striking change in the crop pattern in the Harran Plain. Before irrigation, wheat, barley and lentil were the main crops. The Harran Plain faces problems of salinity due to excessive and uncontrolled irrigation, an inadequate drainage system and as a consequence of these, an increased groundwater level appears Figure 1. Area Description. Geographical and ecological description The Finnish-Norwegian River Basin District is composed of Xxxx, Neiden and Pasvik water districts. While Xxxx and Neiden cover territory in Norway and Finland, Pasvik water district also stretches into Russia (figure 1). However, Russia is not part of the agreement concerning the international river basin district. The Finnish-Norwegian River Basin District covers the catchments for the xxxxxx Xxxx, Xxxxxx, Pasvik and Munkelva, which drain into the Barents Sea. The total land area of the river basin is roughly 48 000 km², with roughly two-thirds located in Finland. The area is sparsely populated and there are only a few bigger towns in the area. The population on the Finnish side of the area is roughly 8000 and the population density is 0.3 people/km2. There are roughly 20 000 inhabitants living on Norwegian side of the river basin. This results in few influences for a majority of the water bodies in the river basin district, and thus the ecological status is high or good for most of the area. Most of the river basin district is in the Sami native region. Altitude differences in the mountain area are large, ranging from 150 to 600 m above sea level. The area around Lake Inari is hilly, where the altitude varies from 100 to 200 m above sea level. Vegetation is sparse in many parts of the area, and outcrops are abundant. In the valleys (e.g. River Xxxx and Utsjoki valleys) there are ridges and deltas. Large sand deposits are formed in the rivers, which have dug out various levels in the xxxxx river terraces, which are used for cultivation and settlements. The bedrock varies from sandstone to granite and gneiss rock. The land is characterised by moraines, valleys with sandbanks and terrace surfaces, and vegetation varying from barren mountains and plains to pine forests and large marshy areas. The Pasvik water district borders the Siberian Taiga forest. The Xxxx water district is formed of the same geological rock formation as the rest of Northern Finland like granite gneiss, slate and abyssal rock areas. As a result of the rock formation and its acidic nature, which can be seen also in the soil, the vegetation is typical for that kind of selective environment. Apart from the Pasvik River, the aquatic environment in the area is typically nutrient-poor and clear, and waterbodies contain very little organic matter. The watersheds are rich in species both in terms of vegetation, fish, birds and mammals. The biggest rivers ...
