Task 1. Compilation of data: On the kick-off meeting it was decided not to transform all existing data into the same format, but using individual data sets depending on the research question. For instance, for Deliverable D4.3-1, all partners used their individual data to calculate metrics and to develop a new method on size-spectra (ISS). This approach turned out to be appropriate because of the different characteristics of the case study catchments, from which existing data is available. Task 2: Field campaign using standard methods: Altogether five case study catchments were included in the extensive field campaign: Lesina lagoon (Italy), Varna Bay (transitional/coastal area in the Black Sea (Bulgaria), the Mondego estuary (Portugal), the Basque coast (Atlantic coastal area in Spain) and the Oslo Fjord (Norway). All samples were taken in summer 2009 and processed. The taxa lists and environmental parameters were supplied to the central WISER database (workpackage 2.1).

Task 1. In depth analysis of NEC national programs The contractor is expected to analyse in depth a selection of submitted programmes as established by the MS6 for the 2006 reporting round under the NEC directive. A first assessment of the 2002 reports has been performed both by EEA7 and the Commission8 and should be used as a basis for further analysis. The pollutants covered are NH3, NOx, SO2, and VOCs. The analysis should include any information on programmes of emissions of Particulate Matter PM 10 and PM2.5, although this pollutant is not part of the NEC directive. More specifically, the following aspects will be analysed by the contractor: • Consistency of the MS national programmes reported under the NEC directive with: o Air quality programmes and programmes reported under the ambient air quality directives 96/62/EC; o National programmes for mitigating greenhouse gas emissions reported under the Monitoring directive and its amendments9 and implementing provisions; o National allocation plans for the European Trading system for greenhouse gasses;10 o Other relevant programmes and plans established under European legislation (such as the plans as foreseen in the directives on LCP11 and VOC’s12 o The baseline scenario as established by XXXXX and the output of the bilateral consultations as lead by IIASA13. o "Recommendations on developing and reporting national programmes under the National Emission Ceilings Directive" providing guidance to the MS in their preparation of national programmes and their reporting to the Commission. The consistency check between the NEC programmes and other plans and programmes should be based on a screening of the submitted programmes and be done in depth for a maximum of 10 MS being a representative sample of MS (i.e. covering aspects of the EU15 and EU10, small and large MS and north-south differences). The final selection of the programmes to be analysed in depth will be decided after consultation with the Commission.
