This means that an employee’s most recent rating is at least Level 3 and that during the period of time since that rating the employee has continued to perform his or her responsibilities in a manner warranting an increase in basic pay. When an acceptable level of competence determination is not consistent with the employee’s last rating of record or when an employee does not have a rating of record as recent as the completion of the latest performance appraisal cycle (as specified under 5 CFR 531), an additional and more current rating must be prepared, which becomes the rating of record for purposes of granting or denying the within-grade increase only.
