Section 3.1. 17 It is agreed that the employees in the units defined herein shall have and shall be protected in the 18 exercise of the right, freely and without fear of penalty or reprisal, to join and assist the Association in 19 its exercise of lawful and legal responsibilities. The freedom of such employees to assist the 20 Association shall be recognized as extending to participation in the management of the Association, 21 including presentation of the views of the Association to the Board of Directors of the District or any 22 other governmental body, group or individual. The District shall refrain from any such action that 23 would cause interference, restraint, coercion or discrimination within the District or to encourage or 24 discourage membership in any employee organization.
