Section 3.1. 18 The District shall not directly or indirectly interfere with, restrain, coerce or discriminate against any 19 employee in the exercise of the employee’s right to join or not to join and assist the Chapter. The freedom 20 of such employees to assist the Chapter shall be recognized as extending to participation in the 21 management of the Chapter including presentation of the views of the Chapter to the Board of Directors 22 of the District or any other group or individual.
