Notification to Union. Where the Employer determines that it is necessary to reduce the work force in such a manner that one or more layoffs will occur, it shall notify the Union 30 calendar days in advance of the effective date of such decision, including a determination of how many employees in each rank are to be affected by reduction in rank, and how many employees are to be laid off.
