The analysis shall be performed using the freeway facilities release of the latest edition of the Highway Capacity Software based on the 2010 edition of the Highway Capacity Manual. Due to constraints of macroscopic tools to analyze congested and oversaturated conditions, a VISSIM microscopic analysis shall be performed for the Year 2037 no-build condition and build conditions for the recommended alternative including IH 10 interchange, LP 375 interchange, US 54 mainlanes and ramps, proposed additional DCs, proposed LP 375 EB to US 62 ramp, and signalized intersections to evaluate the impacts of the proposed improvements on overall traffic flow and operations in the study area based on the volumes provided by TP&P. Traffic Data – Projected traffic data in the study area such as average daily traffic, the K- factor, directional splits, and percent trucks shall be provided by the State from Transportation Planning and Programming (TP&P). From this information, the Engineer shall derive the Design Hourly Volumes (DHV’s) and AM and PM peak hour traffic volumes for use in the Year 2037 no-build and build condition design model year. The signalized intersection turning movement counts shall be projected forward based on the same defined growth rate from the TP&P information. The Engineer shall summarize the projected traffic volumes on the schematic sheets and include the line diagrams provided by TP&P. Data collection shall also include travel time calibration data per FHWA standards and intersection turning movements at the interchanges and adjacent intersections within the area of influence. The Engineer shall perform the following: • Methodology Development - The Engineer shall develop a proposed methodology for preparing the IAJR for the proposed project. • The Engineer shall review the methodology with the State and FHWA. Based on these discussions, the Engineer shall address comments and incorporate revisions, as necessary, to the methodology. • The Engineer shall submit a memorandum outlining the final methodology for preparing the IAJR for the State’s review and approval. • Existing Traffic Counts and Data Review - The Engineer shall review necessary project-related traffic data provided by the State. This data shall consist of traffic volume counts, corridor or study area historical count year data from permanent count stations, vehicle classification data and historical truck data.  The Engineer shall collect existing peak-hour traffic data and perform field observations on the project corridor. • The Engineer shall develop future traffic volumes utilizing the official travel demand model on available base, interim, No-Build and Build Networks. Model development shall provide measures of effectiveness deemed satisfactory for State operational analysis of the IAJR. • The Engineer shall perform model calibration to be completed with industry calibration techniques as accepted by the State. • The Engineer shall develop modelled alternatives on the base, No-Build, interim, and Build conditions.

The information must be reviewed for completeness by the Engineer to assure all crashes relevant to the study area are accounted for and accurately represented in the database. Data must include characteristics such as crash type, severity, weather conditions, surface conditions, time of day, vehicle type, and driver condition. Utilizing the data collected, the Engineer shall conduct an existing safety analysis for the segments of I-35W, I-20, and State Highway 174 within the study area, including mainline, ramp merge/diverge areas, frontage roads and ramp terminals for the most recent 5-year period.
