Inability to Respond. In the event that the HS/VCS Competent Authority is unable to provide a complete response within the timeframe described in Paragraph 4.5.4, the HS/VCS Competent Authority should provide a partial response, to the extent possible, and an update on the status of the remaining requested information. In the event that the HS/VCS Competent Authority is unable to provide the requested information in response to a Competent Authority Request, it should promptly inform the U.S. Competent Authority and explain the reasons for its inability to provide the requested information.
