Prior to issuance of a Certificate of Occupancy, the Developer shall prepare and implement a marketing and outreach program for the rental of the Rental Housing Units, except for any On-Site Affordable Units, which program shall be subject to the prior written approval of the Planning Director, which approval shall not be unreasonably withheld, conditioned or delayed.
