Certifying Authority. The Investment Expenditure Declaration Department (IEDD) of the Ministry of Finance shall act as the Certifying Authority. The IEDD is a separate Department within the ministry and reports to the vice-minister, responsible for Financial Services, International Financial Assistance and EU Investments. The Director of the IEDD shall act as the Head of the Certifying Authority. The roles and responsibilities of the Certifying Authority are stipulated in the Regulation, in particular Article 5.4 thereof with the following exception: obligations related to the establishment and maintenance of the bank account referred to in paragraph 2 of Article 5.4 of the Regulation shall be undertaken by the State Treasury Department of the Ministry of Finance.
