Navigator entity definition

Navigator entity means an entity or organization that employs, supervises or is affiliated with, one or more licensed navigators; is designated by the exchange as a navigator, works on behalf of the exchange, and receives federal navigator grant fund- ing; and is registered with the commissioner.
