Contracting out is defined as follows: Entering into an agreement/contract with the private sector or public agency to provide a service previously performed by bargaining unit employees. The term “contracting out” does not include the refusal of the Board of Commissioners to provide a service and/or the refusal of the Board of Commissioners to accept local, state or federal funds to provide a service previously performed by bargaining unit employees.
Contracting out means that goods and/or services are supplied by an external provider. External providers are used when the Council’s own workforce may not be in a position to deliver a service because of a lack of specific expertise or resources, or when the cost of doing so is more cost effective for the Council.
Contracting out means an employee’s position becomes redundant as a result of an outside agency being commissioned to do the work.
