Security of Employment Based on Seniority and Qualifications. 13.1 When, for educational or budgetary reasons, the Board determines that it is necessary to lay off members of the Association employed on a continuing contract, the Board shall consult with the Association regarding the process. If a reduction is to be effected the members to be retained shall be those who have the greatest seniority and who possess the necessary qualifications for the positions available.
