Membership in Professional Organizations. In each fiscal year, the Appointing Authority may provide direct payment to the vendor or reimburse each employee in the bargaining unit for membership dues paid to professional organization(s) related to the employee's job, up to a maximum of three hundred and fifty dollars ($350.00), provided the Appointing Authority determines that such funds are available. Employees shall request the direct vendor payment or reimbursement in writing, and the Appointing Authority shall respond in writing within a reasonable period of time. However, the Appointing Authority will not pay for or reimburse membership dues to an employee for payment to an organization, one of whose purposes is to negotiate terms and conditions of employment of employees with the Employer.

However, the Appointing Authority will not reimburse membership dues to a teacher for payment to an organization, one of whose purposes is to negotiate terms and conditions of employment of teachers with the Employer.

Both parties recognize that certificated personnel have the right to freely organize, to join and support any organization for their professional and/or economic improvement, and that membership in any organization shall not be required as a condition of employment. Such organizations may set criteria for membership but may not exclude teachers as members on the basis of sex, marital status, race, color, creed, or national origin.

The Board agrees that every employee of the District shall have the right to organize, join, and support any organization for the purpose of engaging in concerted activities for mutual aid and protection. As a duly elected body exercising governmental power under law of the State of Arizona, the Board undertakes and agrees that it will not directly or indirectly discourage, deprive or coerce any employee in the enjoyment of any rights conferred by the Statutes and Constitutions of Arizona and the United States; that it will not discriminate against any employee with respect to hours, wages, or any terms or conditions of employment by reason of his/her membership in any representative group, his/her participation in any activities of the group, his/her participation in any grievance, complaint or proceedings with respect to any terms or conditions of employment. Nothing contained herein shall be construed to deny or restrict any employee rights that s/he may have under the Arizona Revised Statutes or other applicable laws and regulations.

Such organization may set criteria for membership but may not exclude as members on the basis of religion, sex, gender, gender expression, sexual orientation, age, handicap, marital status, race, color, creed, or place of national origin.
