It represents the summation of all identifiable project elemental costs and is used for program planning, to establish a more specific definition of client needs and to obtain preliminary project approval. Class C estimates typically have an accuracy of +/- 25-40%.” However, some elements of this cost estimate have a higher degree of accuracy and can be classified as Class B, defined by ACEC-BC in the following way: ”Class B estimate (+/- 15-25%): this is prepared after site investigations and studies have been completed and the major systems defined. It is based on a project brief and preliminary design.”

General Assumptions.  The analysis includes all properties on Great Road/2A south of the Concord Water Building (300 Great Road) that have no access to Acton Water.  Properties already at or above buildout were noted and eliminated from the final analysis.  Properties currently served by the Acton Water District were not evaluated.  Properties that currently have access to the Acton Water District line were not evaluated; this analysis assumes they could tie into the Acton supply for future buildout.  Floor Area Ratio (FAR= Xxxxxxxx Xxx Xxxxx Xxxx/ Xxxxxxxxxxx Xxxx Xxxx) was used to established the difference between the existing development and the potential buildout.  Where site plans were not available, existing Building Net Floor Area was used from the Living Area on the Assessor’s card.  Based on the zoning definition, Developable Site Area was calculated by subtracting from the lot area all land which is located in flood plain and wetlands. Access or right of way easements; were not considered for this analysis as the information was not consistent or readily available.  There is only one vacant undeveloped property within the study area. This analysis assumes it would be built out to 4 dwelling units (3,000 sq. ft. per unit) and the remaining Net Floor Area would be General Business use. The remaining Net Floor Area was calculated in accordance with the maximum parking standards in the Limited Business zoning district for the highest water use. This is classified as Combined Business and Dwelling in Acton’s Zoning Bylaw.  Additional dwelling units in the Limited Business, East Acton Village, and East Acton Village-2 zoning districts would be built to a maximum of +/-3,000 sq. ft. in size based on the size of recent homes constructed on Stella Court which was part of a Combined Business and Dwelling use.  This analysis includes one site plan recently approved by the Board of Selectmen and it is assumed that this project will be served by Concord Water (Alpha Cars). The analysis does not include the approved Site Plan for 0-00 Xxxxx Xxxx as the Acton Water main will be extended from Iris Court to serve it.
