The facility entrance, storage and office areas, and firing line area are located along the southern end of the range and are covered by a roof. The central portion of the facility consists of an open, grassy area and includes a targeting system with multiple target tracks at varying distances running west-east across the range. A covered projectile impact berm runs the length of the north wall at the northern end of the facility directly opposite of the firing line area. Wood was provided with an assessment report prepared in 2007 by Separation System Consultants, Inc. (SSCI) for the DPS shooting range, entitled Pre-Demolition Assessment of Small Arms Firing Letter Report. The report included a survey to identify suspected asbestos containing material (ACM) and results from the survey identified approximately 900 square feet of 9-inch by 9-inch floor tile and black mastic at the Site. Based on observations from Wood's October 2020 site visit, it remains unclear whether or not the ACM materials had subsequently been removed from the Site, as most of the floors in the indoor areas at the facility had since been covered with carpet. The SSCI report also identified arsenic soil concentrations within the range floor area and lead soil concentrations within the range floor area and area outside of the range walls above the Texas Risk Reduction Program (TRRP) site-specific assessment levels. Additionally, a waste characterization analysis was performed on the impact berm and results from the 2007 assessment showed the material to be characteristically hazardous due on the concentration of lead. Presently, Wood is unable to ascertain from the information provided if all potential contaminants, associated chemicals of concern (COCs) and receptor pathways have been fully evaluated. Given the duration of time that has passed since the SSCI assessment was performed, incomplete vertical delineation of arsenic and lead, and Wood's limited understanding of the Site history, additional incremental sampling and COCs will need to be evaluated. SCOPE OF WORK Tash 1 – Project Management Wood will perform all necessary project management tasks, including project administration, correspondence, scheduling, mobilization of the field team, cost tracking, budgeting, and overall management of the project. Prior to conducting any on-site work, Wood will coordinate with TFC to secure access to the Site and prepare a site-specific Health and Safety Plan (HASP). In 2007, a preliminary pre-demolition assessment was performed at the Site by Separation Systems Consultants, Inc. (SSCI) with results documented in a letter report submitted to TFC titled Pre-Demolition Assessment of Small Arms Firing Range. The SSCI report identified arsenic and lead soil concentrations above residential assessment levels in the TCEQ TRRP regulations, as codified in 30 Texas Administrative Code (TAC) Chapter 350. However, the extent of impacted soils was not determined at that time. According to Liberty County Appraisal District Records, the building is approximately 17,000 square feet in size and was constructed in 1985. Per the Client, the survey is to be conducted within the path of construction related to the replacement of the Heating, Ventilation and Air Conditioning (HVAC) system. PSI will not sample floor tile/linoleum and/or cove-base. The client is requesting the performance of a Limited Asbestos Renovation survey in order to obtain a renovation permit from the corresponding local permitting office and to comply with state and federal regulations regarding the potential presence of asbestos-containing materials (ACMs) in the areas that will be disturbed during the renovation activities. PSI was informed by the client that asbestos surveys were performed in 2000 and 2012. PSI will need to review these survey’s prior to conducting the field work to confirm that the materials in the client’s path of construction were assessed completely and in sufficient quantity to attest to in our report. If any of the above information is found to be incorrect, kindly notify PSI immediately so a revised proposal can be issued. LIMITED ASBESTOS RENOVATION SURVEY Samples of exposed and accessible building materials will be collected by a United States Environmental Protection Agency (EPA) and Texas Department of State Health Services (Texas DSHS) licensed Asbestos Inspector. Surfacing materials and other finishes may be damaged in order to access suspect building TFC C materials. PSI shall not be held liable for any damages or repairs resulting from our sampling event. The Inspector will list materials found that are suspected of containing asbestos and give a detailed description of their location. Any suspect material found to be significantly damaged as defined by EPA will also be noted. The collected samples will be delivered via chain of custody to a State of Texas asbestos licensed laboratory and accredited with the National Voluntary Laboratory Accreditation Program (NVLAP). Samples will be examined through visual observation to determine estimations of the relative amount of each constituent. This is performed by determining the volume of each constituent in proportion to the total volume of the sample collected with the aid of a stereoscope. Furthermore, the samples will be mounted on slides for microscopic identification and analyzed for asbestos (chrysotile, amosite, crocidolite, anthophyllite, actinolite, and tremolite), fibrous non- asbestos constituents (mineral wool, paper, etc.), and non-fibrous constituents. The analysis consists of the determination of the optical properties such as morphology, color, refractive indices and other properties. The analysis for asbestos fibers is outlined in 40 CFR Part 763.1, Appendix A, Subpart F, Polarized Light Microscopy (PLM). In public buildings, a material is considered by the State of Texas to be asbestos-containing if at least one sample collected from the homogeneous area has asbestos present in a quantity of one percent or greater (1%). The United States Occupation Safety and Health Administration ~~DocuSign Envelope ID~~(OSHA) has indicated that there is no safe level of asbestos. Analytical results indicating asbestos in concentrations from trace to 1% will require worker protection during removal. Per EPA regulations, when visual estimations indicate levels between “trace” and 10% asbestos, the client has the option to quantify the asbestos concentration by point counting or to assume the material to be asbestos. PSI recommends the point counting procedure on samples visually estimated to contain between 1% to 3% asbestos. It is to the financial advantage of the client for asbestos to be below the guideline targets of 1% asbestos for abatement and landfill cost purposes. The EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations (40 CFR 61 [M]) require that regulated asbestos-~~4D53~~containing materials (RACM) be properly removed prior to any demolition or renovation activity which may disturb them. Materials that are friable or may become friable during renovation/demolition are generally considered as RACM by the EPA. PSI will assess the condition of the suspect materials observed. The material assessment will involve touching the materials to determine whether the material is friable and assessing the material in accordance with EPA guidelines to determine the correct response action to recommend for the material. Drawings will be provided which show the locations of confirmed ACM and sample locations. Drawings will not be to scale. A written description, diagram, or both that clearly and accurately identifies and reflects the location of each homogeneous area will be also be provided. Material locations will be subject to the limitations, if any, identified in the accompanying report. Drawings will not be meant for construction purposes. Sample location drawings will contain an arrow showing the general location within the room or area the sample was taken. PSI does not intend to sample the roofing materials as part of this survey. If the client desires for the roof to be sampled, PSI will meet with your roofing contractor and identify the locations to be sampled. This will protect your roofing warranty.
