Employer’s objectives. The Employer, the Department of Transport (DOT) in the Eastern Cape, is responsible for the Maintenance of Road Traffic Signs AND Road Markings in the Eastern Cape. As part of its Road Sign Maintenance Strategy, the Employer (DOT) wishes to procure the services of suitable Construction firms on Framework Agreement Contract to undertake the Works associated with the Replacement of Old Road Traffic Signs, Installing New Road Traffic Signs as well as the Application Road Marking Maintenance as of when needed. Critically as part of the scope of works is the Standardization of Place Names Boards in line with requirements of the Eastern Cape Provincial Geographical Names Committee (ECPGNC) within the Province. Six projects have been identified and these will be implemented over three financial years, commencing in 2022/23 Fiscal year. The employer’s objectives are to provide the full spectrum of Road Traffic Sign and Road Marking Maintenance activities to all the provincial roads located within Eastern Cape, and in certain circumstances, extending beyond the Local Municipal boundary. A major objective of the targeted procurement procedure is to extend economic opportunities and entrepreneurial capacity to all localities by the optimum utilization of the resources existing in the vicinity of projects, the development of these resources in the execution of the project, and by maximizing the amount of project funds retained within the project locality.
Employer’s objectives. The Lerato Park Integrated Housing Development Project is intended to capture the principles of an integrated housing development project. In essence the Project aims to achieve a development approach that provides for the integration of: • Higher level of services than typical of subsidised RDP townships; • Mixed income residential environment; • Rich choice of housing modalities; • Various tenure options; • Quality built environment; • Economic opportunities; • Provision of full range of transport and social facilities; and • Delivered in one seamless development process. The Project is located within the jurisdiction area of the Xxx Xxxxxxx Municipality ("SPM") planned to deliver approximately 4 654 subsidised, institutional and bonded units over an envisage period of 5 years, subject to the availability of funding by the various funding sources for the Project. COGHSTA is the developer and the SPM is the land owner. The land was made available by the SPM to COGHSTA for the development of the project by means of a Land Availability Agreement.

The employer’s objectives are to ensure that experienced contractors on CIDB grading 5CEPE / 6CE or higher be appointed via Framework Agreements for service providers for Routine Roads Maintenance works on an as and when required basis (ad hoc) in each Local Municipal Area (LMA). The quantum of work on unsurfaced and surfaced roads in various LMA’s is not yet quantified and will be determined after the appointments have been made. Works assignments will be determined by the District Roads Engineers for their respective LMA’s. The Framework Appointments will be valid for a period of 36 months. The time for completing each Works assignment is to be determined individually on an ad-hoc basis with a maximum duration of 12 months per Works assignment. The maximum value of Work Assignments which can be awarded to any one contractor in terms of this agreement shall not exceed the maximum amount allowed per annum based on the Contactors CIDB Grading inclusive of VAT. Two Contractors are to be appointed per LMA. The Department will first allocate works to the first preferred service provider (the service provider that scores the highest points in the tender evaluation). The second preferred service provider for a specific LMA will only receive works packages if the available budget allocated for the financial year is sufficient to accommodate two service providers affectively, or if the first appointed contractor can no longer fulfil his obligations. Further, it is the Employers objective that a minimum of 30% of the value of each works assignment be subcontracted to Micro Enterprises (ME’s) in the relevant 1 to 4 CIBD grading. The ME’s must be based within the LMA as far as possible. It is the Employers objective to maximise the usage of ME’s and a minimum number of four ME Contractors, where possible, are to be appointed on for each works assignment. This amount is to be agreed with the District Roads Engineer in writing prior to the commencement of each works assignment. The Department will strive to ensure that each works assignment will lend itself to the usage of ME contractors. A further objective is to ensure that the S’hamba Sonke, and Provincial Roads Maintenance Grant (PRMG) requirements and principles, which are applicable to this contract, are to be adhered to in the implementation of the project. It is the Employer's objective to construct electrical infrastructure network with house connection (metered electricity) yard in those areas that don’t have electricity services in Vukuzakhe. The service provider is to access the requirements for providing the above mentioned services and make appropriate provisions in the design, schedule of quantities and construction. The Employer desires that the work required be executed on a turnkey basis, be of a high standard and be completed in the shortest practicable time whilst making use of local labour where possible. The contractor shall have successfully completed at least four (4) comparable contracts for electricity infrastructure networks in the last 10(ten) years as on the date of tender opening and shall be in successful operation.
