Description of Key IE Roles. In compliance with the above requirements, PG&E retained Merrimack Energy to serve as Independent Evaluator for PG&E’s 2007 RPS Solicitation Protocol in late May 2007, shortly before the receipt of offers. Merrimack Energy was retained to provide an independent evaluation of the appropriateness of PG&E’s bid evaluation methodology and selection process for its shortlist of offers and to provide PG&E, PG&E’s Procurement Review Group (PRG), and the Energy Division with periodic presentations, findings and other reports as requested. The objective of the role of the IE is to ensure that the solicitation process is undertaken in a fair, consistent, unbiased and objective manner and that the best resources are selected and acquired consistent with the solicitation requirements. With regard to the role of the IE, we view one of our primary tasks to “challenge” the results of the utility’s evaluation process. Our objective is to ensure that the utility evaluation team can prove that the results of their evaluation are accurate, reasonable and consistent. This role generally involves a detailed review and assessment of the evaluation process and the results of the quantitative and qualitative (non-price) analysis. While we generally prefer to begin our role as IE prior to issuance of the solicitation to have input upfront into the bid evaluation criteria, methodology and process or at least several weeks prior to the receipt of bids, that was not the case here. Hence, the description of our activities reflects the period from just prior to receipt of bids to selection of the final short-list, and then through the contract negotiation process.

  • General Description of Services The A-E will be contacted by COUNTY Project Management staff on an “as-needed” basis as projects arise to provide A-E for professional services. Requirements will be discussed by both Parties and A-E shall prepare a written Scope Statement that will include the specific work to be performed, including the costs and time required to complete the project/task. Orange COUNTY Project Management staff will then review the A-E’s Scope Statement, proceed with negotiation of task costs and when satisfied, issue a Contract Task Order (CTO) against this CONTRACT. The A-E shall serve as lead of a design team that may include other construction design professionals working together to ensure that the original design is carried through to the finished product, with no alterations in materials or design that would lead to safety issues or compromise the quality of the building or building component. Other team members who may be retained by the lead to support a project as a consultant may include but are not limited to landscape architects, lighting designers, data consultants, security consultants, controls engineers, commissioning consultants, traffic engineers, surveyors, estimators, special inspection, etc. The A-E shall be responsible for the preparation of comprehensive building assessments, designs, drawings, specifications, cost estimates, and reports within the scope of the Contract Task Order (CTO).   • Description of Program This Agreement is established to facilitate an exchange program at the partner institution with students, faculty and researchers from each institution (collectively, the “Exchange Program”).
