Vertical expansion definition

Vertical expansion means the extension of the vertical boundary of waste placement that occurs prior to beginning, or being required to begin, closure activities in accordance with rule 3745-27-11 of the Administrative Code. A vertical expansion is a "modification" as that term is defined in rule 3745-27-02 of the Administrative Code. A vertical expansion is not a "unit."
