Transit Operators means the Bay Area Rapid Transit District (“BART”), Alameda Contra Costa Transit District (“AC Transit”), Xxxxxxxxx Xxxxxx Valley Transit Authority, Union City Transit, Altamont Commuter Express and the Water Emergency Transportation Authority.
