Time Off for Union Activities. A. Conventions and Conferences Union-designated employees may be allowed time off without pay to attend union-sponsored conventions or conferences. Approval for the time off must be granted in advance of the absence and in accordance with the Employer’s leave policies. Approval will not be granted if the absence interferes with the Employer’s ability to provide coverage during the requested time off or the operating needs of the agency cannot be met.

Time Off for Union Activities. The employer agrees to grant the necessary time off, without discrimination or loss of seniority rights and without pay, to any employee designated by the Union to attend a labor convention provided that there is two-week notice of any union convention. Due consideration shall be given to the number of personnel affected in order that there shall be no disruptions of employer's operations due to lack of available employees.
Time Off for Union Activities. A. Union-designated employees may be allowed time off without pay to attend union-sponsored meetings, training sessions, conferences, and conventions. The employees’ time off will not interfere with the operating needs of the Employer as determined by management. If the absence is approved, the employees may use suspended operations leave, accumulated compensatory time, personal holiday, personal leave, or vacation leave instead of leave without pay. However, employees must use compensatory time prior to their use of vacation leave, unless the use would result in the loss of their vacation leave.

The employee may utilize any accumulated time (holiday, personal, vacation days) in lieu of taking such without pay. Such time off shall not be detrimental in any way to the employee's record. Employees absent from work pursuant to this Section shall continue to accrue seniority, continuous service and creditable service during such absences.
