System of records means a group of any records under the control of any agency from which information is retrieved by the name of the individual or by some identifying number, symbol, or other identifying particular assigned to the individual.

This part also establishes agency poli- cies and procedures under which a sub- ject individual may be given notifica- tion of or access to a record pertaining to him and policies and procedures under which a subject individual may have his record corrected or amended if he believes that his record is not accu- rate, timely, complete, or relevant or necessary to accomplish a Department function.(b) All components of the Depart- ment are governed by the provisions of this part. Also governed by the provi- sions of this part are:
