System improvements definition

System improvements means capital improvements to public facilities which are designed to provide service to a service area.
System improvements means public facilities included in the capital facilities plan and are designed to provide service to service areas within the community at large, in contrast to project improvements.

System improvements means capital improvements that are public facilities designed to provide service to more than one project or to the community at large, in contrast to "project" improvements.
