Surplus lines insurer" means a nonadmitted insurer [with which a surplus lines] that may place business, pursuant to Title 31A, Chapter 15, Part 1 and this rule, with a surplus lines [broker may place business pursuant to Title 31A, Chapter 15, Part 1 and this rule]producer.
