Surplus Interconnection Service means any Interconnection Service that is derived from the unneeded portion of Interconnection Service established in a GIA or in agreement with, or under the tariff of, a Transmission Owner prior to integration into MISO, such that if Surplus Interconnection Service is utilized the total amount of Interconnection Service at the Point of Interconnection would remain the same.” This definition achieves the Commission’s objective of establishing Surplus Interconnection Service in the Tariff and incorporates the fundamental elements of the Order No. 845 definition of Surplus Interconnection Service. Specifically, this proposed definition states that: (1) Surplus Interconnection Service is based on the unneeded portion of the existing Interconnection Service; and (2) if Surplus Interconnection Service is utilized, then the total amount of Interconnection Service at the Point of Interconnection would remain the same. However, due to the unique regional circumstances that are present in the MISO region, MISO proposes two limited modifications to the Order No. 845 definition of Surplus Interconnection Service.
