The possession or constructive possession of drug paraphernalia by an elementary school student shall not constitute a violation of this policy.Confidential communications between students and their guidance counselors, school nurses, school psychologists, home and school visitors and clerical employees working on their behalf, shall be treated as privileged communications as outlined in 42 Pa.
