The presentation of the informal grievance is an absolute prerequisite to the institution of a formal grievance. The General Manager shall advise the Employee of their decision in writing within twenty (20) days of the Employee first making them aware of the matter. In the event that it is not resolved to the satisfaction of the Employee, it may be advanced in accordance with the following steps.

Group grievances, in this Step, shall be presented in the first instance to the lowest ranking supervisor common to all employees in the group. If a group grievance is not satisfactorily settled in this Step, the procedure defined in Step 2 shall be used.
