All vacation leaves require advanced written authorization by the employee's immediate supervisor; however, management may verbally approve short notice requests, subject to submission of written leave request form upon return.

If two (2) or more employees request the same period of time off and the matter cannot be resolved by agreement of the parties concerned, the employee having the greatest length of continuous service with the Agency shall be granted the time off, provided however, that an employee shall not be given this length of service consideration more than once in every two (2) years.

Scheduling of Vacations. (A) For purposes of scheduling, the vacation year shall extend from March 1 of the current year until March 1 of the following year. Requests for vacation must be received by ES1 by February 1. Requests will be filled on the basis of seniority within the unit. All vacation requests up to a maximum of twenty- three (23) uniformed employees per day per unit will be permitted when the staffing level within the uniformed ranks is between 785 and 810, exclusive of recruits prior to their graduation. Whenever manpower level increases beyond 810 firefighters, one (1) additional vacation request will be permitted for every forty-five (45) additional firefighters. Whenever manpower level decreases below 785, the Division may grant one less vacation request for each company of five (5) firefighters which is permanently taken out of service.
Scheduling of Vacations. The scheduling of vacations for employees shall be the responsibility of each department head who shall see that applications for vacation are made far enough in advance so as to achieve the most efficient functioning of the department and of the County service. Use of vacation may be allowed to a minimum of one (1) hour and to a maximum of the employee's accrual. Vacation leave accruing during the period of vacation leave may be taken in conjunction with vacation leave already accrued. No employee shall work for compensation for the County in any capacity during the period of their paid vacation from County service.

Scheduling of Vacations. An employee shall request the dates of their vacation in advance and the Department shall grant or deny the request for vacation in writing within a reasonable period of time, not to exceed ten (10) days. Request will not be unreasonably denied. If two (2) or more employees request the same days off and the matter cannot be resolved by agreement of the parties concerned, the employee having the greatest length of continuous service with the Department shall be granted the time off. Vacations that have been scheduled and approved may not be cancelled by the Department except in the event of an emergency. When unrecoverable vacation deposits are incurred by an employee and the vacation is cancelled by the Department, the Department shall pay the unrecoverable deposits, proof of which may be required for reimbursement. In the event of a schedule change caused by seniority or a transfer at the request of an employee, the provisions of this Section shall not apply.

The City shall post the bidding list by November 15th of each year for the following year. Covered members will have until December 15th of each year to choose vacation leave. All covered members may make an initial first choice vacation selection of at least four (4) consecutive vacation days or 34 hours, if eligible, on the vacation bid list. If a covered member chooses to not make a first vacation selection, said covered member forfeits his/her seniority rights only in regard to the scheduling of a first vacation selection during that respective year. Covered members are restricted from second choice selections until all covered members have made their first choice. Second choice selections cannot take priority over another covered member's first choice selection. Covered members shall not be required to make a second choice on the vacation bid list. Whenever practical, five (5) days written notice regarding vacation time not requested on the vacation bid list shall be submitted to the covered member's supervisor for approval. Approval for use of vacation time shall not be unreasonably denied whenever manpower is sufficient. No vacation time shall be granted for less than four (4.0) hours. The vacation schedule shall be arranged by the City so as to provide for minimum disruption of services. There can only be one (1) Patrol Division covered member from each shift on vacation at any one time with no overlapping of vacation days allowed, but a Patrol Officer can take up to two (2) vacation days when another covered member on the same shift is on vacation at the same time if there are enough Patrol Officers on the shift such that it will not be necessary to cover for the Patrol Officer taking the vacation day. The request for the second day cannot be submitted until no more than one hour before the Officer’s shift for that day. There can only be one (1) covered member from the Detective Division on vacation at any one time with no overlapping of vacation days allowed, however a Detective can take a single vacation day when another covered member in the Division is on vacation provided that there is at least one (1) other Detective scheduled to work on the date that the single vacation day is taken. For the purpose of this Section, “vacation days” means days when an employee is compensated for vacation time...
