Qualified evaluator means an indi- vidual who is competent, reputable, impartial, and has demonstrated suffi- cient training and experience to prop- erly evaluate property of the type that is the subject of the evaluation. For the purposes of this definition, the term ‘‘qualified evaluator’’ includes an appraiser or valuator.
