operating licence means an authorisation granted by the competent licensing authority to an undertaking, permitting it to provide air services as stated in the operating licence;
operating licence means any licence, consent or permit required by the Service provider to enable it to provide the Services under this Agreement;

operating licence means a licence granted for the purposes of section 18;
