Open spaces definition

Open spaces means lands which are open to the public for pedestrian use and momentary repose, relaxation, and contemplation.
Open spaces means undeveloped lands suitable for passive recreation or conservation uses.
Open spaces means those natural or cultural resource areas that contain natural vegetation, fish, wildlife, or have historic, scenic, recreation and education value.
