NOx authorized account representative means either of the following:
NOx authorized account representative means, for a NOx budget source or NOx budget unit at the source, the natural person who is authorized by the owners and operators of the source and all NOx budget units at the source, in accordance with rule 3745-14-02 of the Administrative Code, to represent and legally bind each owner and operator in matters pertaining to the NOx budget trading program or, for a general account, the natural person who is authorized, in accordance with rule 3745-14-06 of the Administrative Code, to transfer or otherwise dispose of NOx allowances held in the general account.
NOx authorized account representative means, for a NOx Budget source or NOx Budget unit at the source, the natural person who is authorized by the owners and operators of the source and all NOx Budget units at the source, in accordance with section 41.6, to represent and legally bind each owner and operator in matters pertaining to the NOx Budget Trading Program or, for a general account, the natural person who is authorized, in accordance with section 41.9, to transfer or otherwise dispose of NOx allowances held in the general account.

The NOX Authorized Account Representative shall be the responsible official as defined under this rule and the NOX Authorized Account Representative shall act as the designated representative for any sources that continue to monitor and report NOX mass emissions under 40 CFR 75.
