M/WBE means a business certified with Empire State Development (ESD) as a Minority and/or Woman-Owned Business (M/WBE).

M/WBE shall refer to a business certified with Empire State Development (ESD) as a Minority and/or Women-owned Business Enterprise “Manufacturer’s Bid Assistance” shall refer to the manufacturer’s credit to the State for fleet purchases and is deducted from the Vehicle MSRP, or Vehicle MSRP plus Special Equipment, if applicable.
