Joint Review Panel Stage. As set out in sections 4 through 7 of this Agreement, the Joint Review Panel will determine the sufficiency of the EIS, hold public hearings, and produce the Joint Review Panel Report, with the support of a secretariat; and,
Joint Review Panel Stage means those portions of the environmental assessment process that occur from the time the Joint Review Panel is appointed to the time the Joint Review Panel Report is submitted.
Joint Review Panel Stage. As set out in sections 4 through 7 of this Agreement, the Joint Review Panel will determine the sufficiency of the EIS, hold public hearings, and produce the Joint Review Panel Report, with the support of a secretariat; and, The proponent is concerned that the phrase, “determine the sufficiency of the EIS” will introduce uncertainty. Note that, at the commencement of the Joint Review Panel Stage, the EIS Guidelines will have been subject to review and comment by the Working Group (section 3.5), review and comment by the public (section 3.6), and review and amendment by the Agency and the EAO (section 3.7). Those EIS Guidelines will also have been determined to be adequate, finalized and issued by the Executive Director of the EAO and the federal Minister of Environment (section 3.8). At that point in time, the EAO and the Agency will have reviewed the EIS and have determined that it meets the requirements of the EIS Guidelines (section 3.13). In those circumstances, the proponent submits that at the pre-hearing stage in the Joint Review Panel process, the role of the Joint Review Panel is to confirm for itself that the EIS is complete, in the sense that it contains each of the types of information required under the EIS Guidelines, and, consequently, the public hearing process can begin. Accordingly, the proponent suggests that this provision, section 4.18 of the Agreement, and sections 3.1 to 3.5 of the Terms of Reference be revised. The revision suggested for this subsection is as follows: Joint Review Panel Stage: As set out in sections 4 through 7 of this Agreement, the Joint Review Panel will complete a concordance review of the EIS which consists of comparing the EIS to the EIS Guidelines, hold public hearings, and produce the Joint Review Panel Report, with the support of a secretariat; and,  Post-Panel Stage: As set out in sections 8 through 10 of this Agreement, the Agency and EAO will coordinate public release of the Joint Review Panel Report and referral documentation going forward to federal and provincial decision makers. More Definitions of Joint Review Panel Stage

Joint Review Panel Stage means those portions of the environmental assessment process that occur from the time the Joint Review Panel is appointed to the time the Joint Review Panel Report is submitted. No comment “Party” means either signatory to this Agreement, and “Parties” means both of them.
