Immediately preceding state fiscal year means the state fiscal year immediately preceding the current state fiscal year.

State Fiscal Year means the period beginning September 1 and ending August 31 each year, which is the annual accounting period for the State of Texas.

Operating Statement shall have the meaning set forth in Section 27.1 hereof.
