In 2003 the Commission proposed the ratification of an international convention on conflict of laws in securities (The Hague Securities Convention), but given the lack of political support this proposal was withdrawn in 2009.
The same year, the European Parliament called in a Resolution40 for a detailed impact assessment on the implications of accession to the Hague Securities Convention for the law and economy of the European Union.
