Funding decision means the final administrative decision by the Director or designee on an application for Level One, Level Two, and Level Three reimbursements from the Used Tire Recycling Fund pursuant to DEQ’s administration of the Tire Accountability Program under the Used Tire Recycling and Accountability Act, Ark.
