Formal consultation is a mandatory process for proposed projects that may adversely af ect listed species, is initiated in writing by the Federal action agency (with the submittal ofthe Biological Assessment), and concludes with the issuance ofa biological opinion by the USFWS and NMFS (collectively, Services).
