Financial Bureau means collectively the Department of Finance of Anhui Province, Chongqing Finance Bureau of Chongqing Municipality, the Department of Finance of Guangxi Zhuang Autonomous Region and, the Department of Finance of Hunan Province, and the Finance Bureau of Hubei Province.
