Any sewage or other substance containing toxic pollutants or gases, vapors or fumes in sufficient quantity, either alone or by interaction with other substances, which injures any wastewater treatment process, may cause acute worker health or safety problems, creates a toxic effect in the receiving waters of the Authority, or exceeds the limitation set forth in a Federal Categorical Pretreatment Standard.
