However, this exception shall not apply to an employee who receives severance pay after being laid off or who is reappointed to a position with the Library of Parliament, the office of a Member of Parliament, the Senate, the House of Commons, the Office of the Conflict of Interest and Ethics Commissioner, the Parliamentary Protective Service, the Office of the Parliamentary Budget Officer or the employers listed in Schedules I, IV and V of the Financial Administration Act in the year after being laid off.
