Equivalent manager means an individual authorized to act on behalf of a pharmaceutical firm not licensed as a pharmacy to serve as the primary contact for the department and is responsible for man- aging the facility operations which includes, but is not limited to, actively involved in and aware of the daily operations of the facili- ty.
