If the Entitlements (as defined in Section 7.5 below) have not been issued due to delays caused by the actions or inactions of the City, Buyer may request in writing that the Due Diligence Expiration Date be extended for a period up to thirty (30) days which approval shall not be unreasonably withheld or delayed and may be issued by the Executive Director or her designee and must be given in writing.
