Within ten (10) days from the expiration of the ten (10) day period referred to in Step Two, the employee may file a grievance in writing with the Deputy Minister.
A proposed settlement of the grievance presented at Step One and Step Two and any replies must accompany the grievance when it is filed with the Deputy Minister.
If the employee does not receive a reply or satisfactory settlement for the grievance, the employee may refer the grievance to adjudication as provided in Article 13, within twenty (20) days from the date on which the employee should have received a satisfactory reply from the Deputy Minister.
