College Professor means a teacher appointed on the scales of pay not lower than that approved by the State Government for a Professor in a College for professional education or in any other college imparting instruction in the subject concerned up to post-graduate level and includes a Principal of such college who proved to the satisfaction of the Academic Council that he engages himself in guiding research and teaching the Subject in addition to the administrative work of the office of the Principal".
